UpstartAqueous Pligg Template Updated to 0.4

I’ve updated my free Pligg template, UpstartAqueous, to version 0.4. This update fixes several problems: Added Published submenu to header (accidently deleted in 0.3). Fixed missing avatars (this was an old Pligg bug that snuck into the template). Fixed last IE 7 error by removing unused Javascript (at least, I hope it wasn’t being used anywhere!).
